    The purpose of our study is to look for several mutual co-operative ways in order to solve the unbalanced problem in the demand and the supply of electricities among 17 regions from the electricity supply structure, i.e, its production in the non-Seoul Metropolitan Area and its consumption in Seoul Metropolitan Area, which is to be done by Gyeonggi Province from a perspective of an energy.
    Main analytic results are as follows: first, the intra-region unbalance in the power electricity is very similar to the unbalance reflected by the environmental cost to the power, implying that the demand for the region-specific differential pricing by Chungnam Province, Incheon, and Busan makes sense logically. In fact, damages by running the power plant has been partly rewarded by related laws, but its compensation claims to be relatively small in three areas, especially in case of the electricity transmission. It also justifies the plausibility of region-specific differential pricing.
    Second, the various supporting programs for residents residing the neighborhood of both the power plants and facilities of electricity transmission and distribution are being in progress. But it can be evaluated that the rewards are likely to be relatively bigger than the real damages and the areas damaged are confined to a specific spot. This assessment applies to the support for the neighborhood of its transmission and distribution, too.
    Third, estimations of the repercussion effect from the price increase in the electricity used by industries only in Gyonggi Province lead to raising the consumer and the producer price index at the same time, and especially, the producer price index is expected to have the highest increase rate of all regions.
    Fourth, the central government had better do the following actions: a revision of the electricity price system, a change in the operating method of the demand response and then introducing an intermediation market only for distributional electricities market.
    Fifth, countermeasures for demanding the region-specific differential pricing are as follows: imposing carbon taxes on the coal used as fuel for the power plants, a positive implementation of the Paris Agreement for the climate change in 2016, utilizing the fund for mutual prosperity among provincial regions to support three provinces more quota than now, and so on.
    These suggestions make us derive the following implications: more budget is inevitably needed, thus each province has to consider the merits and demerits and adjust them from the perspective of mutual positions.
